No - you need proper foundations. Start with MOT Type 1 material, then add sharp sand. This stops slabs from sinking or moving about. Good foundations mean your paving stays level for years.
Yes - sharp sand is vital. Put down about 50mm, making sure it's nice and level. This creates a stable bed for your slabs and helps water drain away properly.
Never lay slabs straight onto grass. The ground gets wobbly as grass rots underneath. Take off the turf first, put down a proper sub-base and sand. It takes more work but gives you solid paving that lasts.
